These 2 are the head of the emotions district of heaven. Human souls are allowed to visit there but few live there. They wear "clothes" and are more human like because they are around humans more often then the highest Angels.

This is a common Angel. They help around in the citizens area of heaven and live among the human souls often helping to guide new souls. They are quite unaware of the rest of heaven.
